Patrick Chaulk, MD, MPH November A Public Health Foundation study supported by The Annie E. Casey Foundation. This work discusses the need to monitor privatization, and argues that monitoring will show whether the process is contributing to improved economic performance. Health and human services delivery continues to shift from the public to the private sector in our nation and in our state. Government has continued its primary role in financing and regulating these domains, yet the actual provision of a vast array of services has been delegated to both nonprofit and proprietary concerns - generally in the absence of clear public policy. This paper begins by describing the trends and drivers of privatisation, as well as the benefits derived from privatisation programmes. It then considers the ownership debate, i.e. whether superior performance of state‐owned enterprises (SOEs) can be achieved under state ownership.
